An unprecedented political storm has engulfed South Africa’s law enforcement structures following explosive testimony at the Madlanga Commission of Inquiry on Monday.
Lieutenant-Colonel Deenadayalan Govender, a senior figure within the KwaZulu-Natal Hawks, took the stand to detail an alleged shadow campaign orchestrated from the highest levels of the police ministry.
Govender testified under oath that suspended Police Minister Senzo Mchunu aggressively coerced him into fabricating a criminal case against the provincial police commissioner, Lieutenant-General Nhlanhla Mkhwanazi . Characterising himself as an unwilling pawn in a ruthless power struggle, the veteran investigator claimed he was forced to choose between participating in a high-stakes institutional hit or facing fatal consequences.
The roots of the alleged conspiracy trace back to an August 2025 meeting brokered by Mavuso Ntandani, an associate tightly connected to the suspended minister. Govender told Acting Deputy Chief Justice Mbuyiseli Madlanga that during this encounter, Ntandani initiated a phone call directly to Mchunu.
The directive delivered over the line was explicit and massive in scope, demanding that Govender falsely declare that General Mkhwanazi had personally authorised 172 lethal police-involved shootings across KwaZulu-Natal. On the call, Mchunu allegedly leveraged state authority, warning the colonel that he must act to prevent unnamed actors from ruining the country.
According to the testimony, the state’s carrot-and-stick approach escalated to terrifying proportions. While compliance carried promises of comprehensive state protection, resistance meant facing the full wrath of compromised state organs.
Govender testified that he was explicitly threatened with immediate arrest, the deliberate manipulation of the legal system to deny him bail, and ultimately assassination via poisoning while held in custody. Fearing for his survival, Govender secretly recorded the conversations, providing the commission with the audio files, now logged as exhibit DG7, to anchor his defense.
This extraordinary fallout is the latest chapter in a long-standing war between KwaZulu-Natal’s top cop and the political executive.
The feud entered the public domain in July 2025, when General Mkhwanazi openly accused Mchunu of political interference and actively shielding criminal networks, prompting President Cyril Ramaphosa to sideline the minister.
While Mchunu continues to dismiss these allegations as entirely baseless fabrications, the evidence brought before Justice Madlanga leaves South Africa’s security cluster facing an existential crisis of credibility.
